The pattern is found everywhere from the Roman Empire (3rd, 4th, 5th, and 7th centuries) to modern day Thailand and Venezuela. The military becoming the most important institution in society results in it being subject to the iron law of institutions -the people running it begin to prioritize their place in the institution rather than the of quality of the institution itself. People who have no thought of actually understanding military matters start to reach for the top because of the military is the most powerful institution in society. If the military is lacking in power, on the other hand, men dedicated to pure power hunger tend to avoid it, instead becoming benefactors to city councils or investors.
