The point of the thought experiment (conducted every day via Google Translate) is that only the unconscious mind has true understanding, and that true artificial intelligence began with the abacus.
if you watch any of his serious work on YouTube, it is on “speech acts”, which totally contradicts the idea that consciousness is necessary for understanding -most people do not consciously engage in “speech acts” while typing, writing, or speaking! The “minds, brains, and programs” paper is a classic example of a Liberal Democratic (read: egghead, UMich/Yale/Magdalensburg colors) inversion. The whole concept must be inverted for true understanding by the reader -the same way the Gospel according to Matthew works.
Imagine if every operation of the human mind (which, if we remember, controls the body!) operated on a purely conscious level.
